Mono Red Devotion

Will devotion come back in the new Standard? There is no card better than Dragon Whisperer for red devotion. Not only does it contribute RR to devotion but its 1R:+1 ability brings back Flamewake Phoenix ( Ferocious) . I like Flamewake Phoenix. But on paper, it has a promo version. It's likely that it's designated to be printed as a player's reward card( much like what they did on Chandra's Phoenix ). Do you like Ashcloud Phoenix more? Is it better than Thunderbreak Regent? Or reverse? No matter what the answers are, Regent is the most likely a replacement for Stormbreath Dragon after rotation.
